Credera were engaged by the Government of Jersey to complete a capability and application architecture assessment ahead of a procurement exercise for a new ERP solution. We shaped the scope of the procurement to deliver certainty of cost, understand technical impacts, and provide a solution strategy that informed engagement with potential vendors.
The Challenge
Navigating a disjointed application landscape.
The client’s existing IT estate was highly de-centralised across government departments, with significant manual integrations between core solutions and overlapping capabilities resulting in a disjointed application landscape. The enterprise architecture governance did not have the remit to oversee all areas of the organisation, meaning that service improvement was difficult to scope and plan. Finally, there was difficulty in completing costed business cases for change as IT assets were not captured centrally – providing low visibility of the technology cost base.
The Solution
Review of existing applications to define programme scope.
We completed an enterprise architecture review of the existing IT estate to define programme scope for both applications and expected integrations.
We also defined a data migration strategy, setting out a target conceptual data model for the ERP platform that would be used to understand master data sources and flows.
Finally, by visualising departmental integration and application views, the programme could clearly articulate areas of business change and plan retained application transformation effort.
The Results
A blueprint architecture supported by a costed business case.
We set out a common set of architecture principles and non-functional requirements to meet strategic IT goals and provide a reference for candidate solution assessments. We also catalogued over 180 apps in nine government departments, providing price and scope certainty, whilst informing the business change roadmap to de-risk ERP delivery and adoption across the organisation. This was supported by a detailed Green Book business case that quantifies programme and technology benefits of the transformation programme.
