Credera procurement delivers a 70% operating cost reduction and an IT contract to support the UK Medicines & Healthcare products Regulatory Agency’s (MHRA) transformative IT agenda.

Credera led a procurement programme to replace the legacy application and maintenance contract with a strategic one. This strategic contract, which was based on government model services contracts, reduced operating costs by 70% from day one, waived contract exit costs, and underpinned the Agency’s IT transformation agenda for the next five years.

The Challenge

Unprecedented circumstances required a trusted consultancy partner.

The MHRA set a digital transformation agenda to better support the regulation of medicines, medical devices, and blood components for transfusion in the UK. Credera partnered with the MHRA to deliver the Application Outsourcing Transition (AOT) project in 2020 to support this agenda, right when the MHRA were responding to the Covid-19 pandemic with responsibility for vaccine approvals.

The Solution

Shaping, designing, and executing the procurement and contracting process.

Based on UK Government’s recommendations, we provided independent, client-side delivery leadership across programme management, procurement, and contracting. We helped the MHRA draft the strategic case for change, before developing the outline business case and engaging the supplier market on behalf of MHRA. We then completed the procurement, helping to build the final business case before awarding the contract and completing service transition.

The Results

70% operating cost reduction and a five-year strategic IT contract.

The new contract is now 70% cheaper to operate whilst flexible enough to accommodate cost effective delivery of IT change for up to ten years. We negotiated further savings by waiving contract exit fees and release of intellectual property from the incumbent. Our delivery enabled continued protection of critical safety services and provided a strong foundation for the Agency’s digital future.
